When a ticket is raised for a department, the service texts this number. Leave one blank and that department simply gets no alert — the message is recorded as skipped rather than sent to a stale phone.

The contact name is who answers that number, and the alert says so — “NOC - Sumon Rafi” instead of a bare “NOC”. It is optional: leave it empty and the message reads exactly as it always did. Saving sends every row as it appears here, so clearing a name clears it on the service too — the same way an unticked “Send” box turns that department's alerts off.
